Packard Corporation accountant, Cedric Sharp, vanishes. Homicide Sergeant Harding Knox takes temporary leave from the Minneapolis Police Department to fulfill an obligation to a friend. He flies to Florida to find Sharp. Drug runners commit a gruesome murder linked to a smuggling operation and a body discovered in Hell Peckney Bay. The son and daughter-in-law of retired Admiral and CEO, Jonas Packard, are kidnapped in the Dry Tortugas aboard the yacht Sanctuary.

Events connect when circumstances entangle Knox in an island killing. He departs the island, joins forces with DEA Special Agent Caesar Kelly, special operators, and a Columbian police Colonel. Into the jungle a search for the Packards and a captured U.S. Army pilot becomes foiled. A plot to circumvent corruption and national policy emerges, the objective- rescue, revenge, and justice.
